The pixels you keep are untouched — cropping only discards the rest. Saving as JPG re-encodes them, which loses a little, so save as PNG when you want the kept area byte-identical.
Pick a ratio and the selection can only be dragged in that shape, so a square stays square however you resize it. Choose Free to drag any shape.
